Some companies will not add a 17 year old until they are actually issued a Drivers license. The decision on how to insure your son will remain with the insurance company you choose. Some companies will require the teenager to be put on the policy as soon as they turn 17. It is an insurance companies decision on how they want to regulate it. When my son was 17 he drove under my policy with his learners permit until he got his Drivers License and at that time was added as a driver to my policy. When he was added as a Driver the premium payments increased for a young licensed driver.
He did have full drivers education and safety courses as well as a good student discount which helped reduce the premium a bit. I would shop around, because once he is listed as a driver on your policy, the premium will go up. I hope this information will be helpful and explains why you have gotten two different answers.
