I'm sorry but the answer is No.

Here is the basic civil rights statute, 42 US Code § 1983, from

"Every person who, under color of any statute, ordinance, regulation, custom, or usage, of any State or Territory or the District of Columbia, subjects, or causes to be subjected, any citizen of the United States or other person within the jurisdiction thereof to the deprivation of any rights, privileges, or immunities secured by the Constitution and laws, shall be liable to the party injured in an action at law, suit in equity, or other proper proceeding for redress, except that in any action brought against a judicial officer for an act or omission taken in such officer’s judicial capacity, injunctive relief shall not be granted unless a declaratory decree was violated or declaratory relief was unavailable. For the purposes of this section, any Act of Congress applicable exclusively to the District of Columbia shall be considered to be a statute of the District of Columbia."

The statute does not apply when there is no government action. She is not acting under color of State law, she is acting in violation of State law by violating the family court orders. But the remedy for that is usually to initiate contempt proceedings in the State Court that issued the orders she is violating. It is just not a federal case because there is no government agency aiding her actions.

It seems clear that she is not violating your rights under color of State law and you cannot bring a § 1983 action without that element being present.

I do not know what the orders say, but if they are not clear, a party can file a motion to make them more specific. And a party can usually initiate a contempt citation against an opposing party who violates a Court order, although I do not know which State you are in and contempt procedures vary from State to State.
