Do you mean dying from cold or physically becoming hard as ice?

I mean freezing fish caught from fishing activities for resell.

Very few fish (like the polar cod) have antifreeze protein that allow them to live around -2 Celcius. Most fish will freeze at -1C. When they are just caught the best is to freeze them right away at -18C (you can keep them unfrozen at 1-2C just temporarily).

Some method called ultra freeze or super freeze allow the meat to stay fresher by going as low as -60C.
