When the +4 ZIP CODE came out, I thought they indicated that every location had its own, that the post office could find the house or building with nothing more than that.

Recently I discovered that our next door neighbor has the exact same # XXXXX we do.

Why is that?

it is unique to an area.

the size of the area depends on the location.
