I would be highly suspicious. Usually this means they are not who they present themselves to be online. This is especially true if he has asked for money at any point as that is a common scam. They will ask for money through western union which is the same as sending cash. Even if this is not occurring, I would be highly suspect if they continue to make promises that they are not the person reported in the communication.
