You can read all the rules and regulations as set forth by the TSA regarding traveling with pets, here:

Your dog does have to be in a regulation pet carrier while you are in the terminal, and cannot be on a leash; however keep the leash with you for when your dog will need to be removed from the carrier so the carrier can go through the screening process. If your dog needs to be walked before the flight, there are usually pet relief areas where you can do this. All rules are according to the TSA and the specific airline.
