The Emperor, Upright. It seems that Richie is still feeling upset and he would not be very receptive to you dropping the card off in person. It seems from this card he is quite defensive and is quite afraid of any type of emotional situation, which is what would happen if you personally dropped off the card yourself. This card tells me he would put on an expressionless, "manly" type of attitude and not really give you the response that you desired from him. This is advising you to send him the card.
The Moon, Upright. Again, Richie's emotions are very stirred up by you still; he doesn't and would not get in a fight with you, but he certainly would let you know he was unhappy. This is too close to what happened between you. The tension is still much to high.
The World, Upright. You can still be a part of Richie's "world" including his birthday if you send the card in the mail. This seems like the best course of action. He is still hurting, and his parents know that he is upset about you, it appears. So until this blows over, the advice of the cards is to make contact via mail. Just don't show up in person. I worry that you will be embarrassed by Richie's coldness and he doesn't seem very happy right now.
