If the velcro is on a washable item, you can do the following steps first, and then launder with the velcro closed, and air dry (the heat of the dryer can destroy the sticking ability of the velcro):
First, remove as many pieces of debris, hair, fuzz, etc., as you can, by hand, then use a fine toothed comb to gently remove smaller and/or finer pieces of hair and dirt. You can also take a clean piece of the hooked end of a velcro strip and rub it across the dirty velcro, to help remove debris.
