When you say bottom portion, are you referring to the inside of the cabinets? The bottom of the cabinets interior?

Outside, where we are going to mount under cabinet lights.

I would stain this area because it is an exterior of the cabinet. If anyone is to look underneath then they will see an unfinished surface. It is also good to have it stained to act as a sealant against any excess moisture that may be present in the kitchen from cooking.
