I would contact the Health Department in your county. They will route you to the appropriate area so you can get a definitive answer. Concession sales are bound by the same rules as restaurants, and I honestly don't think pre-cooked condiments would be a problem since proper storage is available; however, the Health Department will have the final word and correct answer for you.
In addition, make sure you have obtained the necessary permit(s) to sell food products if required by your locality.
