Hello, welcome to Just Answer.

Those are a rivet assembly. To remove it you have to use a drill to remove the lower part or at least weaken it. Then you have to find a rivet of the right size to replace it. If the button cover was damaged you may have to wrap new material really tight around it. You will also need to scrape the inside of the button so that you can remove any old rivet part left. For this you need to not drill to big because you want to be able to have material still accessible to pull with pliers or remove with a metal punch. You can then use another rivet or use epoxy glue, in either case you will need a tool to give a lot of pressure on the button.
