Ive found a thick yellow and green pipe while digging in my garden. seems to be attached to the house from the street. what should i do wasnt sure if it might be something to do with electricity!

You should contact your utility company as well as your local cable tv companies (even if you don't currently have cable service). This could be one of many service pipes, and they may need/want to come out and relocate the pipe deeper or outside of your garden.
