Can under 18's vote for who is on the committee of a sports club if the sports club has a bar that is managed by the committee.

It depends on constitution/bylaws of the club. Every club sets their own rules for voting on different things. The only way to know for certain if a minor can vote in this particular club is to pull their bylaws. As an officer of a club myself, we choose not to allow minors the ability to vote, but again, the only way to know for certain is to pull that club's bylaws and review them. Bylaws are (or should be) available to any and all members of the club.
