I wish to hire a french citizen (located in France) for our company, which is foreign (New Zealand). We make what might be considered dual-use technologies under Wasenaar. Do we need some sort of license? Who would we contact about it?

You dont need any permission or licence to hire a French citizen for a New Zealand company. If they use particular technology then that is a matter for your company to licence from the owner/manufacturer.
