  1. Did you bleed the new master cylinders on bench first to purge air from them before installing?
  2. Did you check the brake booster to master cylinder pin to make sure it did not need adjusted to the new master cylinders? This will cause excessive travel before pressing on master cylinder if too short and will cause brakes to lock up if too long. If too long may also cause the master to not do a full stroke.
  3. What engine do you have?
  4. Have you tried pressure bleeding? If not make sure to bleed only with engine off.
  5. How does pedal feel with engine off?

Here is a technical bulletin that may fix your issue of low pedal if all checks are okay and no air in system. The tsb is for a revised master cylinder with a bigger bore size since the new master cylinders you put on the vehicle may be the older smaller bore sizes and will cause low pedal. The bigger bore will pump more fluid in less pedal travel.

bench bleed master,did not check booster rod length,engine size is 460,yes tried pressure bleeding,and pedal feels good with engine off,it go to floor as soon as you turn on ignition.

This can be due to a defective booster or booster rod length too short. Check rod and if okay by seeing how much travel you have with engine off after pumping brakes 10 times to deplete vacuum on booster first and then see how much feww travel you have with engine off?
