Low voltage to the fuel pump

Just replaced it

02 f-350 7.3 power stroke

Mechanic's Assistant: Are you fixing your F350 yourself? What have you tried so far?

Replaced fuel pump..pluged in a code reader said low voltage secondary relay..

Mechanic's Assistant: Anything else you want the mechanic to know before I connect you?

Tested the pump wires they were 8.3v. But pump does not run with key on..

You must have high resistance on the wires. Because you should have battery voltage there.
