If this is the 20 amp fuse F4, it could be a faulty fuel pump driver module or a wiring issue going to the inertia switch or the driver module.
Try disconnecting the electrical connector going to the fuel pump driver module and turning the key on. If the fuse no longer blows, it is a faulty/shorted fuel pump driver module.
Here is a wiring diagram of this circuit.
