JA: Is anything interfering with the seatbelt latch?
Customer: No I don't think so
JA: What is the model/year of your Ford?

Did you check and see if your wiring resulted in any blown fuses?

Do you own a volt meter?

I have a voltmeter and I didn't check the fuses

Headlights on, what is the battery cable and post voltage shown and do those readings match?

No blown fuses either

That is pretty low. A good battery should have 12.6 volts and about 12.4 with the headlights on. You may have the battery to far down during your repair and this is just a weak battery to blame. Can you try a jump start or boost and let me know if that works or not?
