I have a 2004 Ford E-350. Stoplamps do not work; hazards &

Hi,
I have a 2004 Ford E-350. Stoplamps do not work; hazards & turn signals do work. Replaced fuses and brake switch according to manual. Still no stoplamps. Checked CJB fuse 39 (10A) according to manual. Voltage read over 11 volts, so manual says to "repair" circuit 511 (LG). I have no idea where to begin. Any advice would be much appreciated.

Check for voltage again at the splice S231 located In window regulator relay switch harness, near breakout to C248

Is this is a stripped chassis that is splice s283

depending on whether not not you find voltage there then you will need in what direction to test next or quite possibly the problem is right there at that splice.
