My 1999 ford expedition antitheft lights are flashing

my 1999 ford expedition antitheft lights are flashing quickly and truck wont start. this started after replacing a feul filter and fuel pump. Truck steering wheel had locked while we were pushing it and steering wheel was forced physically to unlock. Now anti theft is activated.
JA: Have you applied constant pressure to the steering wheel while turning the key in the ignition?
Customer: I replaced the steering column yesterday, when battery was connected I noticed the theft lights still flashing, No Start. Also the steering column came with a pair of factory keys
JA: Are you fixing your Expedition yourself? What have you tried so far?
Customer: Im no mechanic but I took it to a shop and the mechanic suggested replacing steering column and said I might also need to have my key flashed was the term he use
JA: Anything else you want the mechanic to know before I connect you?
Customer: I tried searchin for red reset button under steering wheel , but don't see one

I attached a reset procedure that needs to be followed first.

If this does NOT work, then the security system needs to be checked with a scan tool. It appears that the shop you have is not familiar with this procedure.
