The loss of power could definitely be a restricted fuel filter but it may also be an electrical issue such as a loss of crank sensor signal or even the ECM itself.

The first step in diagnosing the problem is to use a code reader or scan tool to see if any fault codes are setting when this happens. Have you checked for codes?
