No it was not

fyi we have diagnostic capability...the wiring harness caught fire at some point and now we are here.

replaced harnesses and then tested the FICM and it had less than 45v so replaced the driver board and now that is fixed

And just to be sure you made sure all wiring is o.k. and no other wiring is burned or damaged at all?

there are 4 harness in the engine compartment and we replaced them all

O.k.,you will need to follow the diagnostic testing for the glow plug code here.I suspect the glow plug control module was somehow damaged (possibly when wiring burned it shorted out the module) with it needing replaced but the diagnostic procedure needs followed to be sure.If you would like if you do not have access to this procedure I can post it here just let me know if this is something you would like to have me post here.

also, what seems to be odd is that even tho it is showing a "glow plug module" code...when we spray starter fluid into the intake it starts up briefly...doesn't that suggest that the glow plugs are working?

A diesel can fire up with several compression strokes without glow plugs operating but usually wont fire all the way up or runs poorly.I have seen this several times before.Below is the procedure.It may lead to a faulty PCM instead of the glow plug module.

just to be accurate...the bus bar is the glow plug harness, right?

The bus bar is usually the wiring or bar to the glow plugs themselves.
