1997 F250 diesel: starter spins on independent test but will not turn the engine. The batteries are new. I don't think the engine is seized.

Welcome, I'm Chris (aka Moose), my normal schedule online is around lunch and after dinner till early morning.

Step one is to manually spin the engine with a ratchet on the crank pulley. You could have a locked up accessory drive pulley or a hydro locked engine. Can you report back on that?
