Are the running lights out on the truck as well as the trailer?
There are 4 fuses that can effect the running lamps, which fuse did you check?
The correct fuse for the running light circuit on the truck are the F22, F24, F 30 and F 40 all located in the interior fuse panel (BCM). Let go back in and recheck these to be sure you have power in and out of all 4 . Let me know what you find and we can work from there. These fuse need to work so the trailer will work as well.
Power to these fuses come from the park lamp relay which is Incorporated into the BCM (interior fuse panel and if the relay has failed then that means you will need to replace the BCM. If you not getting power out of the relay to the fuses then unfortunately that is correct. If in fact the BCM has failed programming needs to be done when replacing it,
