I have a starting system fault. Disconnected both batteries

Customer Question

I have a starting system fault. Disconnected both batteries and cleaned terminals hoping that the power disconnect would reset the computer as well. Still have starting system fault
JA: Will the headlights turn on? Is the battery fully charged?
Customer: 6.7 diesel has 2 batteries. Lights turn on fine.
JA: What is the model/year of your Ford?
Customer: 2015 F450 cab and chassis with 6.7 diesel.
JA: Are you fixing your F450 yourself? What have you tried so far?
Customer: Trying to fix myself if that can be done. I've only done what I described above with the batteries
JA: Anything else you want the mechanic to know before I connect you?
Customer: It was running fine. Then went to start it and got this message

Welcome, I'm Chris (aka Moose), my normal schedule online is around lunch and after dinner till early morning.

With the key on is the theft light on or flashing?

Will it crnak in neutral?

Is the battery voltage good as 12 volts +?

Customer: replied 11 months ago.
Battery voltage is good on both batteries. Terminals have been just cleaned. And retorqued.
It will not crank in neutral either.
All warning lights are on when I turn key on as well as an audible alarm
