The driver side sea belt is locked and won't pull out for me

Customer Question

The driver side sea belt is locked and won't pull out for me to buckle up. It is locked. What can I do to fix his or how do I replace it?
JA: Which belt is acting up? And when was it last changed?
Customer: The drive side. It is the original sea belt.
JA: What is the make/model/year of your car?
Customer: 2007 Ford Ranger.
JA: Are you fixing your Ranger yourself? What have you tried so far?
Customer: I plan to repair it my self. I have not tried anything yet.
JA: Anything else you want the mechanic to know before I connect you?
Customer: That is pretty much it. I can replace he whole mechanism if that is the best option.

I hate to have to say it but the seat belt, (retractor) has to be replaced. Although I have heard of some people rigging them, by law we have to replace them when the do that.

The trim has to come off and the assembly is bolted in there, behind it.
