I have a 2000 ford excursion and the parking

I have a 2000 ford excursion and the parking lights/instrument cluster won't illuminate. Have a brand new switch, functioning light bulbs, and all fuses replaced. There's a loose blue/red wire floating around in the dash, only connected to the backside of the dash, directly behind the small red light located above the main light switch. Is the wire supposed to connect to the light switch? Really stumped on how to get these lights on. Help!!
