I have a 2002 Thunderbird. I have the AC on 60 and it works

I have a 2002 Thunderbird. I have the AC on 60 and it works as far as the compressor and the flow of air, but the only time it gets cold air is when I run at 80 miles per hour. Any suggestions as to what is going on? Thanks.
JA: Have you checked the coolant level? Have you checked for a leak in the radiator?
Customer: Yes, both of these are ok.
JA: Are you fixing your Thunderbird yourself? What have you tried so far?
Customer: It has been "fixed" by a private mechanic with freon put in it and it put out cold air for only a few minutes. Then back to the same issue of blowing hot air. Don't really want to put out the $ for another mechanic so I guess I will try to fix it myself.
JA: Anything else you want the mechanic to know before I connect you?
Customer: No thank you.
