my 1999 ford ranger radiator overflow tank fills up when the truck shuts off like it should, but when I start it again it does not get sucked back into the radiator and block. I have isolated each component of the system and flushed it well. I also replaced the water pump and still no change. what am I missing????

you have a bad radiator cap. the one valve inside is not working pulling coolant back in when cold.
