Won't start. Just cranks, no fire. "Wait to start" light

Customer Question

Won't start. Just cranks, no fire. "Wait to start" light never comes on. I'm suspicious its the glow plug relay. Where is it located?
JA: Does the engine turn over? How old is the battery?
Customer: New batteries. Turns over but never any indication its going start.
JA: What is the model/year of your Ford?
Customer: 1997 F350. Recently had glow plugs replaced and at the same time the glow plug relay was replaced.
JA: Are you hoping to fix this yourself? What have you tried so far?
Customer: Would love to repair it myself. I'm quite familiar with Mercedes diesels, vintage 1981-1985. Not so much with the Ford.
