my 99 f250 powerstroke diesel suddenly needs to turn over around 10 seconds
before firing and starting. have changed oil changed ipr and icp looks good no oil
around it clean would you have other clues to problem?

If the wrench lite is on you are in limp mode. Most likely it is the throttle body or throttle position sensor.
