A 2000 windstorm battery went bad overnight. Hadn't run in a while jumped it ran for a day. Next day battery. Replaced new. Pats like hhh t flashing no fuel no start. Will run with fuel in intake. Tried resets battery unplug for days no go

It sounds like the security system has engaged.What has to be done from here is a dealers scan tool or shops scan tool with programming capabilities needs plugged into your model to relearn the theft system.This usually takes less then an hour to do.Unfortunately I do not see a manual procedure myself on reprogramming this here.

Unsure of a rating tech sent me to a garage.

Unfortunately there isnt a way to manually reprogram the theft system,it usually needs done by a garage or dealer.If you would like I can open your question for others here to see if anyone else can assist further just let me know if this is something you would like to do.
