2003 Ford expedition. The two forward cigarette lighter's do not work. Cannot find a blown fuse in the kick panel on the passenger side. Is there somewhere else to look?

Hello, I am leaning to a fuse, one you may have looked at and is in fact bad, You must swap out any fuse suspected bad, The 2 fuses in question? they are in fact in the Junction box at kick panel. The fuse are

F2.39 and F2.41. They are verticle fuse about 2/3 way down on the diagram,. Have to locate both and swap with another fuse. here is the diagram link
