I have a 2006 Crown Vic. and the Windshield wipers and the washer run full time and depletes battery. I have found the wiper fuse but need to know where to go next. I think that the problem is in the wiper switch on the steering column but need advice.

Ok, the problem is the wiper motor itself. The wiper motor has constant power even with the key turned off and it also sends power to the washer fluid pump. The wiper motor is internally shorted causing your problem.
