my 2004 Ford Expedition's headlights are not working. The bulbs and fuses are ok. What is the next thing to check?

Do the brights work? Is this vehicle equipped with daytime running lights?

The hi-beams and all the other lights work. It does not have daytime running lights. The low beam fuses and bulbs are OK.

Does fuse 25 and 23 have power on them with the lights turned on? (with the switch turned on)?

Lets start by checking there. If there is power to those fuses, then the problem is AFTER those fuses. If those fuses DO NOT have power, then the problem is BEFORE those fuses. As long as fuse number number 40 in the central junction box is good, then the problem with either be a bad headlight switch or a wiring issue going to or from the headlight switch.

Listen, you can purchase a test light for about 5 bucks at your local auto parts store.

All we need to do is check for power on that circuit. We have narrowed it down significantly already

Keep in mind, if you have not checked for power at the bulbs themselvs, this would be the first thing to do once you get a test light.
