I have not had it on the highway but it does run find in an around the city. it only stops when you pull up or slow down and stop.

This is a common problem caused by a dirty throttle body. You can get some throttle body cleaner from your local parts store, spray onto rag, then wipe out throttle bore and throttle plate good as possible.
