have no power to power windows on 2000 explorer. Checked 30A fuse controlling seat and window power found no trouble with it, continuity ok. Am I missing a relay, fuse or fuseable link? Seat power is fine. Pulled door panel and am getting no dc voltage readings at window control switches. All windows inop

Hi. More than likely you have a broken wire in the drivers door to body harness. This is fairly common on the explorer. You should inspect inside that door harness to start with.
