Is there a lot of smoke from the exhaust when trying to accelerate?

no smoke.

It sounds like your problem is the unison ring and vanes in the turbo are stuck, This will create a power loss but not any excess smoke. Unfortunately the only way to repair this is to remove and disassemble the turbo and clean it up, when you do pay close attention to the unison ring, namely the slots, they will get a slight notch worn in them and this causes the pins to hang up. It is usually cheaper and less time consuming to replace the turbo with a rebuilt.
