I have a ford 2000 f250 extended truck gh beam lights not

I have a ford 2000 f250 extended truck high beam lights not working. I changed head lamp switch changed signal switch and no results. The fuse under panel all work the high beam indicator doesn't work. I swapped relays around. Checked fuses under hood swapped relays. All fuses good on left driver side of box. Fuse on right side work but three but they work when lights in low beam mode. In high beam they turn into grounds. I chec terminals at head lamp in low beam I get one positive wire and two negatives in high beam all wires turn int negatives grounding

Hello when in High is fuse 16 15amp (central junction box behind the dash on drivers side) fuse have 12 volts on both sides of the fuse. This will be a starting point for the rest of the diagnosing thanks.

Also under the hood is fuse 13 30amp fuse have 12 volts.
