Does fuse 18 have power when the key is in the run position?

Customer: replied 1 year ago.
power fuse 18 key on

Fuse 24 is it good and showing power. I am trying to see why the instrument cluster is not responding so I can narrow this down to a module or wire to blame. It is not the ignition switch with the prior tests done.
