my 98 eddie b explorer turns over has spark and fuel pressure but will not start

What engine does your 1998 Explorer have?

Have you checked for any trouble codes in the PCM (Engine Computer)?

DO you have a test light to do a few electrical tests?

I have a test light. I did a manual reset on pcm, there were no codes. I got the car used and it ran fine until I went to check blower motor relay because the fan did not come on. after that it would not start. do you think the theft system might have something to do with this?

Did you swap relays? What did you do at the relay box?

checked for power. put relays back in.

Does the check engine light go out when the engine is cranking?
Does the theft light flash rapidly when you try to start it?

the engine light goes while it is turning over and the theft light also goes out.

Ok. To do the electrical tests, I'll need to know what V6 engine your Explorer has. There were 2 V6 engines in the 1998 Explorer. The 4.0L OHV V6 and the 4.0L SOHC V6.
