2001 ford windstar, battery good, interior lights good not headlights and no "click" when trying to start. any recommendations?

It sounds like you have a defective starter. If you have a test light see if you have 12v on the small wore when the key is in the start position.

Sounds reasonable however I do get a click when trying a screwdriver to the starter and I also changed the starter relay in the under hood fuse box

If you are jumping the starter and it only clicks then the starter is for sure bad. It is trying to engage but doesn't have the power to turn the engine over.
