I can answer the pats question right away.

I have about 350 police interceptor crown vics in my fleet and only civilian models come with the pats key. All of the rest have plain metal or plastic ford keys with no pats system.

Now, let's try to figure out why it won't start.

Are you getting spark? You can test with a volt meter or by pulling one of the coils and looking for a spark from the coil to any metal part on the engine.

Are you getting fuel? The fuel pumps on these cars are usually the only thing that goes wrong that makes them not start. You can check for fuel by pulling the service port cap on the fuel rail and see if fuel will spray out when you hit the schrader valve.

Can you hear the fuel pump running when you first turn the key? It should run for about 2 seconds when the key is first turned to the run position (one click before start). If you can't hear the pump, it's probably dead.
