My college son's 99 Expedition frequently flashes anti-theft and won't start.

Hello, The problem is likely either the transceiver that reads the key, This component goes around the lock cylinder and reads the key every time it is inserted into the ignition switch. It is either that, or the key itself has failed or lost programming. If it only happens intermittently, then I would bet it is the transceiver acting up. Tell him to try 2 different keys if he has a spare, if both keys won't start the vehicle, then you can rule out 1 key failing. If he only has one key though, I would call a mobile locksmith to come out and program a new key and replace the transceiver. That should fix it, let me know if you have any further questions.
