2002 ford f350. drivers side seat belt pretensioner shows 27 volts on each pin when key is turned on. is my RCM bad?

Is it the module located above tranny hump under dash behind trim plate?

found part with part number 1C3A-14B321-BD where pre tensioner wires run too. Located on center tranny hump towards firewall. I am assuming this part is defective. Labled Electronic Crash Sensor.

The RCM is mounted to the top of the transmission tunnel at the base of the dash. I do not know what codes your trying to address, but I know there should not be 27 volts to the pretensioners.
