Normal fuel pressure on a running engine on the 6.8 is 55 to 65 PSI, what type of problem are you having?

Code P0191 won't pass smog because check engine light comes on.

The P0191 code can set simply because the Powertrain Control Module (PCM) is trying to hard to raise or lower fuel pressure, even if the fuel pressure appears to be correct compared to the FRP Sensor reading.
