Ford E150: 2005 E150 remotes won't program; new remotes new

2005 E150 remotes won't program; new remotes new batts. After 8 cycles of ignition key, doors lock/unlock. Then remotes fail to program.

If the original remotes stopped working and if new batteries and new remotes still do not, but the door locks do cycle when the key is cycled into programming mode, then the problem is the VSM (Vehicle Security Module under the dash on the passenger side behind the kick panel slightly upward.
