Hello and thanks for using JustAnswer.I will try my best to help you with your question.
Was the RCM new or used?
Customer: replied 2 years ago.
It was used - the RCM and 2 airbags (driver and passenger side) were salvaged from a prior ford)
Customer: replied 2 years ago.
Purchased from these guys

What is the actual codes you are getting from the RCM?
Customer: replied 2 years ago.
I was getting 4-2 before I replaced the front end crash severity sensor. Now I am getting 1-3.
Customer: replied 2 years ago.
Is it possible that the old front end sensor was still sending a crash code to the new RCM?
Expert:  A. Penland replied 2 years ago.
The flash out code 13 is for crash data memory full in the RCM and to replace the RCM.
When a vehicle is in a crash and the airbags deploy, the RCM stores the data and it cannot be erased. It is for the insurance company and Ford Motor Company to analyze.
I would either get a new RCM from Ford or have that company send you another RCM.

Understood. However, I replaced the RCM and 2 airbags after the crash.
Expert:  A. Penland replied 2 years ago.
The RCM will give you one flash out code at a time. If you connect a scan tool, you will get more than one code from the RCM. But the code 13 in the RCM you installed.
Customer: replied 2 years ago.
So then there are only 2 possibilities - (1) I was sent a bad RCM or (2) I somehow re-installed the old RCM instead of the new one.....
