2013 Focus. Driver side windshield wiper partially rotates and collides with passenger side wiper that fully rotates....?

There are a couple of things that can cause this issue. First, let's check the nut at the base of the wiper arm. Many times, these come loose and allow the wiper arm to become out of sync with the other. Remove the cap covering the nut at the base of the wiper arm and make sure the nut is good and tight. (Click Here for an image). If the nut here is tight, then the problem will lie in the wiper motor/transmission.
