My fan will
Not shut off. The motor continuea to run until I turn the car off. The blower motor resister was replaced about 4 months ago

Does your 2001 Explorer have manual three knob AC controls or the digital readout AC controls?

Mine has the digital. Temp display withe roller fan speed control.
The fan motor resister was changed 4 months ago.

The problem is most commonly caused by a bad blower speed controller. Since you have electronic AC controls, you have a blower speed controller, not a resistor. It is mounted in the same spot, but your is a blower speed controller.

That is the part that was replaced 4 months ago at a ford dealer in Ellijay Georgia.

They could turn it off but they could not control the speed.

I would take it back and have them replace the speed controller again. It should be under warranty since it has only been 4 months.
